Background



The Cyprus Organization for the Promotion of Quality (CYS-CYSAB) has been established in 2002 by the Standardization, Accreditation and Technical Notification Law (N.156(I)/2002) and comes under the auspices of the Ministry of Energy, Commerce and Industry.

The Cyprus Organization for the Promotion of Quality has replaced the Cyprus Organization for Standards and Control of Quality. The latter, has been established in 1976 by the respective Basic Law 68/1975 and was operating according to the Cyprus Standards and Control of Quality Laws of 1975 to 1996 and the relevant regulations issued.

The basic activities of the Cyprus Organization for Standards and Control of Quality were the introduction and coordination of standardization activities in Cyprus, product and quality system certification and the representation of the Republic of Cyprus to European and International Standards Organizations.

The Cyprus Organization for Standards and Control of Quality was the pioneer of standardization activities in Cyprus. It has also established all necessary infrastructure for testing and calibration centers and has promoted the strengthening and upgrading of existing public laboratories for inspection and testing.

According to the Law 156(I)/2002 the standardization activity has been undertaken by the Cyprus Certification Company (CCC) Ltd. On the 5th of September, 2002 the Cyprus Organization for the Promotion of Quality has undertaken the standardization activity up to the 1st of January, 2005. 

The Cyprus Organization for Standards and Control of Quality was also the pioneer of certification in Cyprus supporting the necessary infrastructures and operating Certification Schemes for Products, Quality Systems, Environmental Management Systems and Hazard Analysis and Critical Control Systems. By the 5th of September, 2002 CYS has issued 160 certificates to Cyprus Companies.

The activities of certification have been undertaken on 5th September, 2002 by the Cyprus Certification Company Ltd, through a notification by the Minister of Commerce, Industry and Tourism (ΚΔΠ 416/2002) according to the new law. The Cyprus Government is the sole shareholder of this company.

The Cyprus Organization for the Promotion of Quality is governed by a 13member Board of Governors. Six members represent the government sector while the other seven come from the private sector of the economy e.g. trade and industrial organizations, consumers and scientific/professional associations.

The Cyprus Organization for the Promotion of Quality is the official representative of the Republic of Cyprus to:
    • the European co-operation for Accreditation (EA)
    • the International Laboratory Accreditation Cooperation  (ILAC)
    • the Standing Committee for Technical Notification
    • the Senior Officials Group on Conformity Assessment Policy  (IMP)
    • the Committee for Technical Barriers to Trade - World Trade Organization (TBT - WTO)
    • the GLP
